The Title I program provides supplemental educational services so that all children have a fair, equal, and significant opportunity to obtain a high-quality education. The Rochester City School District is required to provide Title I services to all students residing in the City of Rochester, including those attending private elementary and secondary schools. The services or other benefits must be equitable to those provided to eligible public school children, their teachers, and their families, and must be determined in consultation with officials of the private schools.
